Specific rights held by IIR country members

Designate national representatives for the General Conference (the IIR’s highest authority)
Member countries or the designated competent national association or organisation appoint a set number of representatives (depending on the membership category) to the General Conference, the highest authority of the IIR.
Appoint a delegate to the Executive Committee
Member Countries or the designated competent association or organisation can appoint a national delegate to the Executive Committee. The delegate represents the national interests and coordinates the country’s delegation. 
Vote for the IIR’s leadership in the general elections
The IIR’s leadeship is set by the Executive Committee, who defines the strategic direction of the IIR, and nominates the Director General, as well as selecting the host countries for congresses, and taking financial decisions. The Science and Technology Council, composed of Commission members, defines priority topics, approves all publications and safeguards scientific rigor.
Nominate the members of the IIR’s Scientific and Technical Committee Commissions
Commission members are experts from IIR countries that partake in the dissemination and the enhancement of scientific and technical knowledge in their domains. Member Countries or the designated competent association or organisation nominate a set number of Commission members (depending on the membership category) for IIR’s 10 Commissions.
Host IIR international conferences and the IIR Congress
Member countries and their delegation can submit proposals to organise IIR international conferences and the IIR Congress.
Full access to IIR publication services for nominated national institutions
Member Countries or the designated competent authority nominate a number* of national institutions or associations to receive access to IIR Publishing services for their members/community.

As stipulated in the International Agreement concerning the IIR signed on December 1, 1954, a duly authorised official of the candidate country must submit a formal application to become a member country to the President of the Executive Committee.
